 Dear Commission Member,

I am writing in support of Petition RM-9242, dealing with a rule change proposal to
establish licensing procedures for low power stations. I listen to and participate in the
community radio station in Lawrenee, Kansas (KAW 88.9 FM).

Nowhere else in this community does the local public have the opportunity to express and
seek opinions and share knowledge with their fellow citizens over the radio. Other stations in
the area deal with community issues and interests only at the most peripheral level. And, there
is some concern that the established stations do not give full coverage of divergent views, nor
even full and balanced coverage of events that occur at public meetings.

The expression, "freedorn of speech" has a hollow ring to it in situations where only those
vith political or monetary influence (is there a difference?) can speak about their side of issues.
The community radio station at KAW seeks and supports input from the community and often is
the only voice presenting the average citizen's side of the story.

Please allow our voices to he heard.

Sincerely,

David Hann
