  § 69.701   Application of the rules in this subpart.

   The rules in this subpart apply to all incumbent LECs subject to price
   cap regulation, as defined in § 61.3(bb) of this chapter, seeking
   pricing flexibility on the basis of the development of competition in
   parts of its service area for switched access services only.
